I PM'd pe0n bout opening the chapter and he asked me if I wanted to run the chapter, I told him I might be willing to run the chapter depending on what it takes and what the duties are. Can anyone explain to me what the duties are and everything else it consists of?

just advertise. buy some business cards (which everyone should do!) check the business cards thread, hand them out to people who you meet with nice LX's who you'd like to roll with and just organize chapter meets. easy

I have a guy in mind that might be able to help me. He runs a graphic shop out of house. He used to do window decals for me. What is your guys name and I will check him out and see what he can do.
